The aim of the study is to offer a social exclusion diagnosis for the main marginalized groups, identify the main actions and policies that are being implemented and the main challenges, as well as propose recommendations to close the identified gaps.

First, a diagnosis will address the main gaps in education, health and employment, as well as poverty and access to services in general according to the groups recognized as excluded or marginalized. In particular, gaps that face the following groups will be identified: women (versus men), indigenous groups (versus non-indigenous), Afro-descendant (versus non-Afro-descendant), disabled (versus non-disabled) groups. Secondly, the study will seek to systematically and briefly identify the legal and institutional framework of the country towards the marginalized groups identified by identifying general policies and norms for women’s rights, indigenous and Afro-descendant and disabled groups.
