Impacts of the tax policies in health and nutrition indicators

The study will examine the objectives and design of taxes on tobacco, sugar-sweetened beverages and alcoholic beverages in Peru, focusing on their implementation and impact on relevant health indicators. Building on existing research, it will identify the nature of the health problems associated with the consumption of these products, analyze the health tax policies implemented, assess the effects of such taxes on consumption and tax revenues, and address the political economy challenges related to the use of taxes to improve health and nutrition indicators, as well as the corresponding policy and research agenda.

Regarding the effectiveness of taxes applied to these products, it is planned to use data from SUNAT, household surveys (ENDES and ENAHO), as well as price and production information, to analyze consumption and tax revenue trends for the three products using the interrupted time series approach. In addition, the gap approach will be used to estimate the level of illegal cigarette trade.
