Impact evaluation of the BonoGas Program

Presentation

The project consists of determining the impact attributable to the BonoGas Program on relevant indicators by linking the intervention’s administrative information with the national surveys implemented by the INEI. In this way, the aim is to generate rigorous evidence that allows knowing the impact and effectiveness of the intervention for budgetary and management decision making. Specifically, the study includes: (i) review of databases of residential users of natural gas distribution networks, as well as technical, legal and management documents of the program; (ii) characterize the current status and evolution of gas distribution networks at the national level and of residential users and households with natural gas connection based on administrative records and available surveys; iii) review specific literature on quantitative and qualitative studies conducted on similar interventions and financing schemes for service provision in households, leading to the elaboration of a theory of change; iv) define outcome indicators and formulate the methodology to measure attributable effects and perform minimum detectable effect calculations; v) implement econometric estimates and complement findings with estimates of differential effects; and, v) elaborate specific conclusions and recommendations based on the evidence generated during the study.
