The study aimed to propose improvements to the follow-up and evaluation procedures of interventions, projects and programs in the fight against drugs as part of the implementation of the follow-up and evaluation of the National Policy against Drugs by 2030 (PNCD). The consulting team prepared an implementation strategy according to relevant guidelines, instruments and deadlines established by CEPLAN. The study methodology was qualitative, applying semi-structured interviews with key players in DEVIDA’s process management.

The consulting team identified and proposed improvements to PNCD’s indicators of priority objectives and other management documents of the entity, such as the DEVIDA Institutional Strategic Plan (PEI), the Institutional Operational Plan (POI), the Multiannual Institutional Strengthening Operation (PORI), and the VRAEM Strategy. These were used for follow-up and monitoring of interventions and projects in the fight against drugs. Regarding data collection instruments of DEVIDA and entities involved in the PNCD, the team identified that all the tools analyzed met the opportunity criteria. However, one instrument did not meet the reliability criteria, and six did not meet the veracity criteria (partially or completely). Finally, the team identified the absence of formal and informal procedures for institutional feedback in DEVIDA’s intervention follow-up and evaluation, as well as other entities involved in the fight against drugs.
