Commissioned by the Ombudsman’s Office, and with the support of GIZ, the study is based on the premise that conflict is a highly informative phenomenon of social interaction with important implications for the institutional apparatus. The objective of the study is to see how this information can be used to inform public policies and the management of social conflict in Peru, thus contributing to the management and transformation of social conflicts into opportunities for development and the fulfillment of rights. The specific objectives of the study are: (1) To develop a social conflict assessment tool to serve as a means of providing feedback on the design and practices of social conflict management. (2) To design a tool for the use of social conflict information for the evaluation of public policies in the framework of which social demands are raised and agreements are reached as a result of dialogue processes.
