Water scarcity and inequitable access to water in cities close to large mining projects is, nowadays, an urgent issue that leads to recurring conflicts in the Andean region. Based on the comparison between two case studies in the Andes —one in Peru and the other in Argentina—, this article shows how current mining policy reproduces scarcity scenarios by preventing the creation of participatory planning spaces from the which could be considered dialogue solutions. Facing these findings, it is suggested the creation of collaborative planning platforms that would allow consensus to be generated regarding how to face water scarcity and inequity.
