In Latin America, national water governance policies focus on a notion that ignores prior rights and alternative forms of water management. As a consequence, conflicts have arisen regarding conceptions and rights regarding water, as well as the management of infrastructures.

From a comparative analysis between Colombia and Peru, this study finds a fragmented governance, absent or exercised by diverse actors: the State, firms and, diverse, local actors. The findings show the need to recognize the plural governance of water that drives water justice processes in contexts of scarcity and competition.
