The Venezuelan migrant population presents higher levels of unemployment and labour precariousness (e.g. labour informality, lower income) than their national peers. Available literature and interviews with experts suggest that there are multiple factors or barriers at the root of this problem, which can be classified into the following groups: migration regularisation, legal, social and labour market barriers.
This paper analyses these barriers to labour integration, as well as policy options to address them based on a multi-criteria analysis that evaluates each of the identified options according to their political and institutional feasibility, level of impact, cost/benefit, impact on the gender gap and timeframe for implementation and effects. The paper is limited to analysing the barriers that differentially affect migrants and does not address those that affect the general population in Peru, such as the widespread informality of the country’s labour market. Thus, the main objective of the policies considered is to ensure that the migrant population faces the barriers to decent work on an equal footing with their national peers.
