Julián holds a PhD in Economics from the University of Maryland at College Park, where his research work focused on the effects of fertility on female workforce market outcomes. He is a Research Economist in the Research Department of the Inter-American Development Bank (IDB). Before joining IDB he worked as an Associated Analyst in the Health and Human Resources Division of the Congressional Budget Office. His current research work focuses in finding effective ways to speed up human capital accumulation in Latin America.

He has evaluated programs that introduce technology for improving education and health, health service hiring and expanding the access to preschool education, as well as other research topics.

In 2010, at GRADE’s 30th Anniversary Seminar: Policy evaluation and programs and development projects, he presented the paper Impactos del acceso a computadoras en las escuelas de países en desarrollo: evidencias de Perú” (“The impacts of computer access in developing countries schools: evidence from Peru”) .
