The objective of this document is to carry out a systematic and objective assessment of the design and implementation of the school performance incentive bonus (BDE) granted in its first year of implementation (2014). Based on this analysis, the aim is to determine whether the proposed strategy and the processes through which it is expected to achieve results are effective and/or whether they are working properly to promote the expected behavioural changes in teachers and principals. In order to achieve the proposed objectives, the methodological proposal mainly involves the application of qualitative tools that allow us to learn about the experiences and perceptions of the actors involved with the BDE at the central level (design team, other MINEDU actors and education experts) and at the local level (teachers, principals, DRE and UGEL officials).
