Measuring the Impact of the Youth Work Training Program ProJoven

Abstract

This program sought to quantify the impact of the Youth Training Program ProJoven. Information about a group of beneficiaries and a control group, both before the program began (baseline) and six months after it finished, was available to measure the impact. Results of the evaluation show that the beneficiaries’ income per hour and probabilities for employment are greater than for members of the control group. Among beneficiaries, occupational segregation by gender is less and the probability of obtaining employment in the manufacturing sector or in medium or large companies is greater. Under conservative assumptions, the project’s social rate of return is 12%. However, what is uncertain is how long the positive impact of the program on the working life of young people lasts.
