Peru: Agricultural Policy Reforms, Investment Opportunities, and Strategies for Sustainable Development. |

Abstract
The objective of this project was to propose a sustainable rural development strategy that would specify mechanisms for incorporating low income groups. The strategy was based on three levels of action: a) neutral policies that encourage attracting new players and new investments to the rural sector, and the expansion and consolidation of medium and large producers connected to the foreign market; b) policies of positive discrimination in favor of small and medium rural producers; and c) interventions focused on alleviating rural poverty, in particular investments in health and education for the most vulnerable groups (children, women of reproductive age and the elderly). The study established that implementing this strategy requires the establishment of an alliance for rural development, that could be led by the Agriculture Ministry. The alliance would coordinate the public sector intervention in rural development and would promote agreements at different levels. The project, financed by the IDB, was directed by Martin Valdivia, and Miguel Robles and Ricardo Fort participated in the project. |
