Strengthening of the Education Sector Management in Peru

Presentation

The project seeks to contribute towards the improvement of school learning results among Peruvian children, in particular, children from the most vulnerable groups of its population, responding to a set of challenges largely persisting in the sector management.  The project activities will strengthen the capacities of the Ministry of Education (MED) governing body of the educational system, as well as of other bodies in the sector and other sectors relevant to its performance, to:

• Take decisions regarding quality and equality of education based on information and evidence, through:

  1. the provision of support to the Peruvian Institute for Quality Evaluation, Accreditation and Certificationof Basic Education (IPEBA) and the MED in establishing clear expectations of school learning achievements through the set of curricular tools that both institutions generate and which must be common for all students in the country, as well as for the production of teaching management guidelines to achieve them, sensitive to the many different situations that surround them and where the Peruvian children and adolescents study;
  2. the provision of technical support to the Quality Measuring Unit and to a selection of regional offices for the expansion of curricular coverage and improvements of their evaluation instruments, as well as the provision of assistance to the Statistics Unit to improve its data gathering and processing processes, ensuring greater access to disaggregated information that may enable management of the sector more sensitive to the diversity of peoples it serves;
  3. The provision of support to all the above bodies to improve their communication strategies and to enable them to offer training to a selection of regional, local and institutional bodies in the use of the data they generate.

• Lead the change towards a more efficient, decentralized sector management, sensitive to the country’s diversity, through:

  1. The provision of technical assistance to MED in the reorganization process required to adapt to the demands of decentralized management and to facilitate the building of regional capacities to that end;
  2. The provision of technical assistance to recently created coordination bodies (CCI, CGI) so that they may perform their duties more effectively under the emerging decentralized management model in education;
  3. The provision of support to other public bodies at central level (such as, for example, the Prime Minister’s Office, the Decentralization Secretariat, the Ministry of Economy and Finance, the Ombudsman’s Office, the Comptroller General’s Office, the Congress of the Republic, the National Institute of Statistics and Informatics – INEI) with responsibilities regarding educational management.

• Increase transparency of the actions and facilitate dialogue, accountability and citizen surveillance of the system, aimed at improving educational quality and equality through:

  1. The provision of support in the building of capacities in a selection of national and local organizations participating and committed to dialogues on educational policies, management and equality matters – including gender and ethnic equality;
  2. The strengthening of knowledge production and dissemination on matters concerning educational quality, equality and management among key interested parties, including officials across the sector, institutions engaged in education and training for education management, NGOs and citizens in general.
