Ex post assessment of the justice administration sector reform in Peru

Presentation

The objective of the study is to evaluate the impact of the Program Modules for Basic Justice (MBJ program) that installed 43 new courts in poor localities of Peru where judicial services were not available. The specific objective of the study is to measure quantitatively the impact of this program on indicators of: perceptions and knowledge regarding the judiciary, access to formal judicial services, access to informal judicial services, frequency of conflicts, and judicial work load, and the process of resolution of key judicial type of conflicts).

To collect the information needed for the evaluation, a survey will be applied to households living in localities currently attended by MBJs and localities that are currently unattended by MBJs. The total sample size will be approximately 2000 households, distributed among the North, Center and South areas of the Coast and Sierra of Perú. In addition in depth interviews with key officials of the judicial system in these areas (such as judges, court administrators, lawyers, attorneys and policemen) will be carried out.
