This Project forms part of an international collaboration between GRADE and the Center for the Study of Equity and Governance in Health Systems (CEGSS, Guatemala) and the University of San Francisco in Quito (USFQ, Ecuador.)

The structure revolves around three components: a) intervention, b) impact evaluation; and, c) knowledge transfer.  The purpose of the intervention component, conducted by CEGSS, is to implement a participative approach based on health rights to empower citizens to monitor public policies and health services, in around 20 new municipalities in Guatemala.  The impact evaluation component, conducted by GRADE seeks, first, to analyze the presence of discriminatory practices of ethnic minorities in the provision of health services in Guatemala, through an audit study; second, to use an experimental design to evaluate the impact of the intervention component on the reduction of ethnic discrimination, improvements in access equity and the inclusion of indigenous groups in Guatemala. The knowledge transfer component will be jointly conducted by CEGSS and USFQ, and will set in motion innovative and systematic strategies for knowledge transfer to disseminate the information, knowledge, and evidence generated by this research project. This includes the establishment of a practice community with collaborators in Ecuador, Guatemala and Peru.
