The research is framed in the public debate generated from the enacting and regulation of the Act on Previous Consultation to Indigenous or Native Peoples. Given the complexity of the “indigenous” condition and the relational, political and contingent character of such category, the study proposes to construct conceptual frameworks and public policy criteria that may enable identifying the indigenous character of a territory based on the analysis and comprehension of the conceptions and the local territorial practices.

The specific goals pursued are: to establish what practices distinguish an indigenous collective from other collectives; what discourses distinguish an indigenous collective from other collectives; and what institutional dispositions distinguish an indigenous collective from other collectives.

The study seeks to contribute in the construction of knowledge on identification processes of indigenous peoples in two dimensions. In the conceptual aspect the proposal seeks to define types of territorial information produced in the areas that may relevant to establish the cultural difference between the studied collectives and other sectors of society. In the methodological aspect the proposal sets out characterizing possible research mechanisms that may enable public management to establish the existence of sufficient elements for the recognition of an indigenous territory.
